In many cases Ideology is tecnology. For exemple, we have an area of economics witch is microeconomics, within microeconomics you can build rigorous mathematical proofs that shows something is true and so the tecnology "microeconomics" will evolve. But it also happens that microeconomics is an ideology (liberal/libertarian).

I think he is using a limited notion of what tecnology means. As if it was just building a faster computer or a more productive way to harvest rice or something. When in reality, tecnology can be a new way to see things or new metodological instruments to analyse/solve problems.

It's certainly not the deepest anime monologue, but it has a broader point about dedicating yourself to any political entity in the name of justice. There are a few interesting bits of philosophy scattered in anime, even if most of them are trash.

I wish I had some good anime vids on hand that demonstrated some of the more interesting philosophies they do put forth, but the only ones I can think of require context.

There was that bit from GitS second season where they start theorizing how the head of the refugees had become a psychic network node, how all their "ghosts" were networked with and resting in his cyberbrain, and how he no longer had his own free will as a result.

There's also the whole "altruism is bad, kindness is cruelty" that recurs a lot in the genre. The show as a whole is kinda shallow, but I think Tokyo Ghoul, nonetheless, did that better than just about anyone (live or animated):
