It's not about "completely uprooted". I'm sure if you built a windowless cement bunker with steel doors you would have a better chance of surviving.

The issue is that the structure would STILL receive enough damage to be rendered structurally unstable, get red carded, and would need to be rebuilt or heavily retrofitted, which would cost a fortune because it's built out of cement and steel. And tornadoes happen literally every year in these places. And everyone already has a storm cellar, which is going to be safer than anything above ground anyways, so there's no point.
