Eh, I'm inclined to say that this is mostly the drivers fault. It looks like what the father was trying to do was get into the next lane to avoid the car coming towards him, which didn't work because the driver decided to speed up to go around them and they ended up going in the same direction trying to avoid each other.

But trying to avoid a pedestrian by slamming on the accelerator and veering into the next lane is one the dumbest things I've ever seen - he was only going 55 when they came into view and probably could've easily eased on his brakes in time.

driver was doing 19 near the crosswalk, very safe, very prudent, then there's a 40 limit (probably because of the parking spots right after it), and the guy speeds up to about 40, 40+ (you'll have to excuse for the tolerance and accuracy of various speedometers, such as the one displayed in the video. Now, as far as "speeding" (remember that "excessive velocity" is not the same as "velocity excess" in the traffic code and the law), he was barely even speeding. In Europe, if you're going 20 or less over the speed limit in the inner cities, it's a minor infraction, ie you pay like a 80€ fine and you're on your way. The couple have already illegally crossed the road a good 25-35 feet, but while the mother wisely stands back, the father decides to go all the way, and never attempts to stop or turn back when he has line of sight with the car. The driver, instead, tries to change lanes and speed up (he may be speeding up because there's a car behind him on the right lane that he doesn't want to collide with), and obviously tries to avoid the pedestrian by changing lanes. Notice how the pedestrian himself wasn't harmed, but put the stroller right in front of the car. The driver is already committed to changing lanes and speeding up to avoid the pedestrian, and braking could also lead to catastrophic results. The pedestrian, however, takes several careful steps forward without changing intentions, long after having seen the car. It's so stupid to the point you might even claim the couple was intentionally trying to kill their kids, with the mother emotionally standing back and the father meticulously putting the stroller in place before dashing backwards to safety himself.

i'm a fucking slav, i know what these people are like, and i know what the guy in the video (i assume the grandfather of the children) is like. he's a big fucking idiot. look at the way he runs after the kid, who even runs like that? if not fully intent on killing those kids, this guy was at the very least negligent and not in proper condition to be taking care of children (under the influence of alcohol and who knows what else). he runs forward and, judging from his head motions, may not have even been aware of the car to his right right up until it was less than 10 feet away. that road is unidirectional, there aren't going to be cars coming from the left, only the right, and he spends most of the time looking to his left.

meanwhile the driver is simply practicing "casual driving" and trying to avoid an accident. there is no reaction from the pedestrian whatsoever that indicates he ever attempted any kind of evasive maneuvers of tried to avoid the collision.

If you're operating a vehicle than you should have a driver's license, and if you have a driver's license it means you were taught traffic laws and know what to do in this situation. The pedestrian on the other hand does not necessarily have that knowledge.
In any driving school, with any instructor in any country they'll tell you that when you come across an obstacle on the road the first thing you do is slow down, go to a lower gear if it's a manual, and come to a full stop if there is absolutely any risk at all, not accelerate passed the limit and swerve into the next lane.
