Not saying that I believe in it myself, but to be fair the "conspiracy nut conspiracy" is actually an idea that's decades old.

Back when "theories" on UFOs first started appearing they tended to focus on things like Air Force pilots seeing weird shit while on test flights or on people in New Mexico claiming that after seeing something suspicious they got visited by angry men in suits telling them they'd better shut up about what they saw or else.
Sometime around the late 70s/early 80s UFO stuff became people claiming that they'd been taken up into spacecrafts where the aliens had crazy sex with them, or about reptilian shapeshifters in the government and such.
This led to the idea that the government was paying people to spread crazy and nonsensical stories in order to discredit those claiming more dire and potentially harmful stuff. To put in the public's mind a particular image conspiracy people as being insane and frivolous.

So as an idea that is nothing new. I don't really believe it myself, but if it did turn out to be true I don't think I'd be too surprised.
