I'm guessing the reason this was removed (despite a tangled relationship triangle with the wife being pure neo-noir) was that removing it achieved two things:

1 - relegated all of Creasy's action to post-pita kidnapping, which makes it more of an impactful blow-up on his character's part

2 - eliminates any moral ambiguity about Creasy's motives when presenting the father with the bullet that failed to fire when he finds out what he's done

It's fine. If you have a decent source you can increase the res and bitrate slightly more if you wanted. I know some people make smaller res' for aesthetic reasons (usually reaction shots or whatever) but you made sure there were no black bars and there's no frames that shouldn't be there from what I saw - so you're already ahead of a quite a few people!

Looks as expected. It will be blocky when you have such a high action scene (with a ton of camera cuts) at low bitrates. I tried with roughly the same segment starting at 01:39:38 for 22sec. I stole the bits I could from the audio, taking it down to 32kbps (mono). Left me about 1380kbps to use on the vid. So it's not you, just the action in the segment and the bitrate limit.

Maybe I'm just spoiled by vp9's performance with low bitrates. It also has been some time since I encoded something with vp8, so there's that. I also didn't encode this specific scene with vp9, so who know how it will behave with such a low bitrate applied to a complex scene.
