OP here, yeah essentially you're right, but it's even more ghetto than that.
Basically I take the pixel values of the gif (in black and white) and extract individual horizontal lines (scanlines), concatenate them all so it's just one realllllly long one pixel high image. Then I re-normalize it from 0 <-> 255 to -1 <-> 1 and just feed it onto the tape as an audio waveform. Then I just rewind the tape and play it back and reconstitute the image from the waveform by doing everything in reverse. Obviously this has lots of weird frequency response/tracking issues, but that's where the spook comes from.
For example I can't send large areas of a single color because it falls below the minimum frequency response of the tape, also the color values are inconsistent because the tape has different response at different frequencies.

A tv channel, canal + in France used some kind of modulation by a audible frequency for the sound, it could be done with analogic circuits of a rather simple decoder, pirate ones where made by hobbyists. This should eliminate the dc component problem
