As you may know, western music is based largely on the usage of two scales, or sequences of notes. We typically call these major and minor, referring to the relative distance between adjacent tones with respect to their order. Since there are 12 tones in western music, you can devise many more ways of spacing adjacent notes. An easy way to see this is to play 8 notes on a piano using only white keys; depending on where you start, the note spacings will be different. This leads to 8 different scales or "modes". Because each scale is equally valid, we might give them names, such as major or minor (as we are familiar with), or phyrgian, mixolydian, aeolian, etc.
In this case, the player is improvising on what I think is a phyrgian mode. This mode is typically associated with the middle east and I personally find it quite pleasing to listen to.
