There are a lot of cameramen on motorcycles, coaches, people working as part of the Olympic staff, and event judges watching. The rule is that if you are breaking contact with the ground, meaning that one foot isn't on the ground, and it is noticeable by the unassisted human eye (ie. No playback footage/slowmo since it's not uncommon for contact to very briefly be lost between strides and if they went by that then everyone would be DQ'd) then you are ruled to have broken ground.

Over the course of 50km, there are going to be very large distance gaps between competitors even by the 15km mark, so it's not too difficult to monitor, and those leading would be given much more attention to in case they try to expand their lead by jogging/running.
