But to answer your question about Japan sucking at 3D CG, it's because they don't know how to animate in general.
Most of the shit japan churns out every few months is really bad, rushed, and cheap, but if that were it's only problems it'd be forgivable.
Their main problem is that they don't really make use of basican animation principles like squash and stretch, and a lot of their models looks stilted as fuck, like actually playing with a doll.

Rushed for time CG is always shit yeah. CG incorporated into traditional anime always stands out like a sore thumb very few studios and directors know how to properly blend and shade it to hide it's imperfections.

Full CG anime suffers from keeping the 12fps anime feel. While it can be ok at times it still seems janky. Take Sidonia and Ajin by Polygon. Sidonia was at its best during the mech fights the human scenes were pretty bad. It got better in the second season though. Ajin improved on the actual characters I felt they seemed a lot better. I think the natural lighting helped a lot with it. BLAME is also looking pretty good.

Now you want good full CG out of Japan Etotama shows you can have an anime artstyle and high fps going at the same time. Yes it's chibi but it shows it could still work.

Now to kinda go into your last point a fantastic use of CG in a show held back by anime principles would be Black Rock Shooter. While it was still at that 12fps level Imaishi did wonders with his style incorporating it into the cg. Very well animated, shaded, and blended together to look more like traditional anime while being fully CG.

Because when American or Europeans use CG it's so that they can do a good quality show without spending time and effort coordinating with Korean animators but still come in under budget. Not to mention the studios like Disney who view every film as an opportunity to push the bar higher improving on what can be done.

When Japan uses CG they want to spend even less money than they do using Korean animators. Actual quality standards are not a concern.
