This program will only do that if you try to use the constant bitrate function with a size limit. I don't know why it does that because I thought the idea was for it to adjust the bitrate to make the conversion fit the size limit you set, but it tends to just cut off the end of the video. You should really use VBR anyway. It will take some patience and trying different CRF/tolerance values. Every conversion will be different depending on how much motion is in the video.

It totally depends on what you are making. For a music webm with a still image use variable bitrate and just leave crf/tolerance at 10/20. Set frame rate to 1 in advanced tab. You can use the overlay function in the processing tab to add your own still image. You shouldn't run into size limit issues, but you will have to trim longer songs to under 5 minutes. Maybe if you use a 1080p image overlay it might go over 4MB, haven't tried. Music webms are for listening not staring at a still image anyway.
For anything with motion, it depends on what resolution you want and the length of the clip, as well as how much motion there is. For a minute clip try 28/28 crf/tolerance and see what size it comes out and how the quality is. If it's under 4mb you can try to get more detail in the video, if it's over 4mb you'll have to make some sacrifices in video quality, resize it, or lower the framerate.

I honestly think money in politics is the single greatest threat to freedom since the cold war, which is why i supported Bernie sanders. I honestly don't care about any other policy than that, Trump could say he was going to nuke mexico and i would still vote for him over Hillary if i was certain he would remove any trace of corruption in the American government.

I think FOR SURE it was already happening at the turn of the last century and beyond with socialists who were pro big government and were trying to undermine the free market and the gold standard, guys like FDR included, but it must have really peaked after JFK was killed (probably by the jew elite) and LBJ came into power. That was the point where you REALLY started seeing tactics of demoralization and destabilization by the left, and the left=jews, who were at the forefront of the civil rights movement and the Vietnam war protestors and the counter-culture movement in general.

Eh, personally i am for universal healthcare, a living wage, and benifits for the physically disabled just to the point where they can overcome their disability. I think if you have had both of your legs amputated you should be allowed the very basic human right of being able to move even if you can't afford a wheelchair yourself. I think anything past that is straying into the realm of communism which everyone can agree doesn't work (inb4 "but communism has never truly been tried", yes it has you mongloids). I guess a well regulated private healthcare industry could also work, but they'd have to make sure they dont end up with the "How about we just dont compete with eachother" agreement that they have now. Either way right now in America the healthcare system is complete ass and needs reforming in one way or another.
The only place i would say taxes need to be raised is on the ultra-rich and corporations. Right now there are companys in America paying -2.5% tax, they actually are receiving a net income from the US government, which is pretty much the ultimate cucking "Let me come here and pollute your shit and snub out local competition and also you pay me a shit load of money for my wonderful presence".
And by a living wage i pretty much mean no wage slavery. If somone works 9 hours a day every day of the week they should make enough to survive, but they don't need to have a damn iPhone and Beats headphones either.
Maybe that makes me a communist but either way, the only people happy with how the country is now are the corrupt politicians and the rich assholes who made their wealth with their help. And whether it's more capatalism or less that we need the first step is the removing of legalised corruption.

I think taxes should be lowered for EVERYONE, but clearly all the tax code loopholes that allow the big corporations to get away with what they do should be closed. This happens because all the companies are in bed with the politicians who write the tax laws and make tons and tons of 'special exemptions'.

Again, nobody is a wage slave unless they made stupid decisions in their life (like living in New York with 5 kids and working at McDonald's).

This way, 'clean energy' becomes a racket, every scientist funded by a liberal to specifically find evidence of global warming comes up with evidence of global warming, which in turn gives both the scientist and the liberal more money.
You just need to get someone in office who CARES about the COUNTRY and loves its values, culture and history, and not about the money and the self-righteous liberal """progressive""" causes which in turn give them more money.
