Most of the people in these videos and others like them are not under arrest to begin with.
A lot of people in western nations live in a bubble of their own creation and believe that any use of force is inherently wrong(unless to crush the BigGov/patriarchy or whatever oppressive,malevolent entity they happen to believe in) because they believe the world is black and white, that they are a special snowflake and that the world should conform to their ideas and beliefs.
I have always been respectful and polite with police officers and despite being approached dozens of times (underage drinking,climbing buildings,brawling/self defense and general tomfoolery) I have never been arrested or fined.
Now I live in a small town and there isnt much crime here so that has a lot to do with it but it would stand to reason that if you treat people well you will in turn be treated favorably.

There is absolutely a very real difference. It's funny, when people think of "race riots" during the 60s, Birmingham, Bull Connor and water cannons come to mind. But that was a picnic compared to what happened in northern cities like Newark, Detroit and Philadelphia.

I'm also a northern transplant and I think you're spot on about why. Church attendance rates are also higher here so I think that at least has an effect. This thread is proof that murica is beyond saving. In Norway the police doesn't even carry guns and it works, in Germany the police fired a total of 81 shots during all of 2013, more than half of it warning shots not aimed at anyone.

I'm certainly living in one of the worse parts of Germany with lots of poor and unemployed people, but even here I rarely if ever see people being violent on the streets.

Seatbelts are a grayer area in terms of opinion since the only person that REALLY gets hurt by not wearing a seatbelt is the person driving the vehicle, and if you want to endanger your life by not wearing it then that's your prerogative (same goes for helmets). However, cops don't make the laws, they only enforce them. I have met many officers who think seatbelt laws are stupid, but it's not their opinion that matters it's what the law mandates. If the law is that you have to wear a seatbelt and you don't then you are in violation and are therefore subject to the penalty. Side note, I do think that there's prudence to some of these laws in that it keeps the overall population healthier by minimizing death/serious injury in traffic collisions, but also that it keeps passengers (particularly children) safer by making it the law that they wear a seatbelt/helmet.
