I'm no expert on Mongolian beef, but from experience, I think they're using too much brown sugar and soy sacue in the recipe. Those two ingredients are going to overpower the taste of the beef entirely if you're putting that much in. Reduce those amounts and make sure that the beef is fully covered in the starch. Please don't use a fucking plastic bag and shake it to try and get the beef covered, that's retarded. Other than that, the recipe looks okay. I'd try it myself, but I don't get payed until Saturday.

Well, you're already using olive oil and soy sauce. I feel like if you tried to add another oil in the mix it might end up feeling out of place and offset the flavor that you're looking for. You should probably just try the recipe as is first to get a feel for how it's supposed to taste and then on your second or third attempt try replacing the olive oil with fish sauce and see how it comes out. I was referring to the starch when I said that, but the same thing applies to sauces as well, although to a lesser extent. Using a plastic Ziploc bag to get meat covered in starch is incredibly inefficient, as there's no guarantee that the whole piece of meat is being covered. Starch allows other ingredients to stick to meat better, so if a portion of your meat isn't covered in starch, it means that after being fried, the portion of the meat that wasn't covered won't have as much flavor fried into it. Kinda defeats the whole purpose of stuff like orange chicken and Mongolian beef. Yeah, it takes longer, but being thorough and making sure that each piece of meat is being covered in starch before frying it will leave minimal room for error when preparing your dish.

tl;dr: It's a safety precaution to make sure you don't fuck up the dish.
