I have a question for you anime enthusiasts. Why are characters in anime always portrayed as silly, or rather absurd characters that are fairly eccentric.
Now, this isn't uncommon in all forms of media, anywhere around the world, but I can't help but notice how restrained and toned down Japan's culture is compared to everyone else.
Every dresses conservatively, everyone is extremely polite and not exaggerated with their personalities, at least that's what their culture encourages
But then you have all these characters in anime that would be heavily rebuked in Japan and constantly ostracized, yet these characters are loved and created by the Japanese

Anime relies way more heavily on caricatures and archetypes. The max uploadable filesize IS the limit on quality. Whether you're using fixed bitrate, variable bitrate, single or multiple passes, fancy codecs/filters, whatever, there is a cap of 4194304 bytes on submissions to /wsg/, and if you want the best quality, no matter how you make webms, you will try to get as close to that filesize limit as you possibly can.
I use fixed bitrate and single pass, because I'm a busy fucking guy, taking 16 credits in a mad attempt to graduate this semester. I want to be able to pump out a few webms of DECENT quality, during the little free time I have to do so. I do NOT have the time to sit around reencoding and reencoding and reencoding. it doesn't because it never will, based on the distance from the last keyframe. Fixed doesn't really mean jack shit, it will try to hit that by cutting duration usually.
keyframes or i-frames are a .jpg of the entire scene and p-frames are just the changes. In other words, if only a mouth is moving, p-frames will be entirely black with just a mouth.
The distance between keyframes is obviously important, and is quite up to the compressor and not your bitrate limits. The variance you're finding is the inability for the file to end(or start) on something other than a keyframe.
And i know the limits. You're hyperbole on quality for VBR is misplaced; it's an increase in efficiency, not quality. In CBR your plane is set at an altitude, mine will hug the ground and only rise at the sight of a mountain.
If yours didn't clear the mountain, it will still look shitty, and if mine pulls up higher than the bitrate limit, i can't upload it.
