I always think that the number of 'quality' stuff' stays the same over the years. More or less. But through cheaper production methods and a broader market, there is more place for shit series.

Overall anime production quality has dramatically improved since the 90s. You could argue there's fewer exceptional series now, but again you're getting into the murkiness of opinion with what you consider to be exceptional. I personally feel like there's more exceptional anime now than in the past, but that the degree of exceptionalism is lower. Meaning the difference between the highest quality anime and the average is not as vast as it was in the 80s and 90s. It's not just because the average is higher than it used to be, I think there's fewer genius-level talents driving the industry now. The industry has always been commercialized to a degree, but back when the OAV scene was booming you had a lot of auteur directors and edgy independent projects, which stopped being a thing around the year 2000. Now it's a lot more commercial, but the commercial stuff we get is of far higher quality than it used to be. Part of that is the advancement of technology, the other part is I think due to auteurs like Anno changing the game for TV anime.

I'd agree with you if this was 2006, but honestly in the past 10 years anime has really been opening up and started getting quite experimental. You wouldn't have seen a show like Psycho Pass in the 2000s that's for sure.

While a lot of studios are just playing it safe, the fact that there's so much anime that sells well keeps the market profitable enough to even warrant experimentation in it in the first place.
