if the YT vid of the song is short or is old & lo-res, you can probably find an under-4MiB 360p version just on youtube itself (assuming the video part is just a static image or slideshow.) No ffmpeg or conversion necessary.

You can download the 360p webm version of any YT video using keepvid.com or a command line program called youtube-dl.exe

You run youtube-dl from the command line (while in the same folder) like

then it lists all the available formats to get the video in, with ID numbers for each. Enter the format ID for VP8 webm + vorbis-audio like:
>youtube-dl -f [format ID] [video URL]

and it will download the 4chan compatible webm

If you have 4chanX you can just get the direct URL for the video from keepvid and paste it into the "upload from URL" feature in 4chanX.
Then you never even have to download it.
