I'm pretty sure OP is reffering to Wallpaper Engine on steam it's 3 bucks form what I remember. Easy to use and works like it's supposed to. It's worth it if you ask me

Look into ZorinOS Ultimate. It costs 20 bucks though. Or just find out what software it uses to render animated wallpapers and see if it's free. Although I think it uses video formats, but I would be surprised if it didn't support GIFs too.

You could try running imagemagick's animate command in the root window with
animate -window root file.gif
or using mpv with
mpv --wid=0 file
keep in mind that neither of these will appear to do anything if you are using a wm/de that completely covers the root window

Agreed. It's also really super easy to make your own animated papes if you have some looping particle gifs and know how to image edit.
If you have After effects then you are ahead of the game.
