Since their uprising from Shady Sands, the NCR became an infamous government. Their notoriety comes from their brute force army and masses of men. The NCR's presence in the Mojave Desert is pointless. They're useless. A terrible army.
"But why?" I hear you ask. Well, I'll tell you.

You hate them because they're corrupt, bloated, ineffective...and winning. A massive tumor crisscrossing California and Nevada with roads, farms, trade stations, and powerplants. You could kill the leaders of the NCR but who cares, they're useless. It just keeps going, powered by its own momentum and by being a bigger entity than any of its neighbors.

The Legion, by comparison, is wholly dependent upon the genius of Caesar - and even if he wasn't on the edge of expiration due to brain cancer, he's in what appears to be his 60's. No one lives forever.

Best option is still Mr. Walt Disney though.

A real good choice. Even if he wasn't clearly uninterested in the overall wellbeing of the Mojave in not providing any medicine to the Followers, the likelihood his plans would pan out ultimately seems impossible. Did he ever elaborate on how he'd build a spaceship and leave earth? He's probably insane, and obviously self serving.

I like this photo, but I wish this whole cutscene had been given some professional level CGI - that bit with the power armor looked about as good as the cutscenes from Fallout 2.
