You can pretty much upscale all 1080p wallpaper to with waifu2x and than crop into them if you have a concept art/anime painted source

Its not quite right... the original frame height was 1200 and I needed them to be 1440 so I used waifu2x to upscale. The artifacts are obvious enough that I can't use any of these are my actual wallpaper unfortauntely

pixelart picture downscaled by the amount of pixels one "block"contains.

pic related source had blocks of 3x3 pixels, therefore i used bilinear to downscale by 33,333%
and then just a upscale with nearest neighbor to the needed resolution gives this result
