Funnily enough, I was just about to ask about Wallpaper Engine. You can buy it on steam for like 3 dollars. I'm not sure how it works though.

It's relatively easy to learn how to do cool minimalist stuff with HTML5 Canvas as long as you stay away from the WebGL 3D craziness.
w3schools has pretty decent tutorials for getting started
On a related note, I usually make my wallpapers as webpages and then take a screenshot in full screen mode when I want to save them for my current screen size. Thanks for enlightening me to these tools for taking that a step further.
