Scaling down always looks better than up. You can just start with a 4k canvas at 25% zoom. Almost no reason not to!

You'd need something like Photoshop or gimp. Isolate the white shapes/text, put them in the new larger image, and then just sample the ends of the gradient and recreate it.

This is so weird, had the OP image as a desktop wallpaper for a few weeks now, can't remember which thread I picked it up on but I loved it, easily my favourite wallpaper to use.
