Some 7.62×54R brass are just that red.
If you're talking about the end of the casing that contact the projectile. It's glue. When bullet isn't crimped into place, it's glued.

Calling him bait, because anyone who's been interested in firearms know that it's not a SKS but a Mosin with scope. And Mosin don't have their handles situated on the left afaik. Military don't give a fuck about left handed shooter, they either train them to be right handed shooter or designed something that won't be hazardous for left handed shooter.
