Almost there, I mean, in the original the leg starts with the right size but by the time it gets to the thigh-high the size gets drastically reduced as a sorts of "V" effect:

Skirt - Size of the leg right (if a bit small)
Leg out the skirt
"V"
Thighhigh - Leg is way to thin here

In any case, your pic is a very good improvement and I only mean this post in the spirit of constructive criticism.

My criteria is "without having seen the original, I can't tell it's been edited."
Really, that's all that matters.

Oh, the 4th stripe in, the one partly behind her hair ribbon, is grayish below the ribbon, greenish above.
There also color-discontinuities behind her left arm and I'd eliminate the green stripe at extreme right.
Those are in the original and not your fault, but they look funny.

Oh, I see. In the original, the stripes are lighter at the bottom.
OK. I deselected the stripes and copied the girl to another layer, atop everything else.
Then I selected a horizontal slice of the stripes and stretched it up and down. That gave me perfectly uniform colors.
I duplicated the stripes, filled the new selection with black and applied a transparency-gradient so the background darkened at the top.
Duplicated it again, in white, and made it most opaque towards the bottom.
Flattened everything.
Now all the stripes (on the left. I didn't bother with the right.) have uniform shading.
This help?

"Meaningless" really isn't the right word.
Physical dimensions depend upon the number of DPI.
At 72 DPI your picture's already more than 16" on a side.
But 72 DPI is only for on-screen viewing.
Ordinary home printers run 300 DPI and professional image-setters, which is what would be used for an art-quality canvas print, output at 600 DPI and up.
For a given number of pixels, dimensions vary inversely with the DPI.

I know that the actual dimensions I wanted it printed at aren't the most relevant thing, I just wanted it as a reference for the size I'm hoping to get this printed out on.

It's about the pixels, which is why I wanted it enlarged. If I remember correctly, the previous person increased the pixels per inch to 300 with smillaenlarger (something about using a certain pixel size that most custom printers use so they don't have to generically upscale it on their end).

You can't really have half of the photo one resolution and the other half a different resolution.

Trust me, set as wallpaper. Your computer will take care of the scaling on it's own, especially since 900p and 1080p are both 16:9. No modifications are needed.

Photoshop or any other image-editor can alter the DPI.
Note that I've checked "Maintain original size" so the number of megabytes is the same.
If I hadn't, the program would have increased the number of pixels and the file would have ballooned to over 80 MEG.
The number of pixels would be increased by a process called bi-cubic interpolation. (See Wikipedia)
but extreme scale-changes generate artifacts and pixilation.
Waifu2x usually does a better job.
At the higher resolution, your picture's a little over 4" on a side.
Running it through Waifu2x twice would do the trick.
Give it a try. It costs you nothing. Then look at the result on your monitor as near to the printed-size as you can get.
Only you can decide if it's good enough.
