Ahh... a fresh thread, new beginnings. So wonderful, let's make this a great one again!
As the name suggests, I'm taking requests, reply to this post if you specifically want me to do one.
However, I ask that you include the name of the character(s) you want and where they are in the image (if multiple present) and source material for our good friend the Archive anon's sake.
Next, I reserve the right to not take a request, but I will explain why I don't if that happens and you can try again with a different image if you so desire.
Finally, I expect patience from you if I do take a request. I am only one man (with quite a bit of free time every fairly often, but still), and I like to do my own choice of images too, so the back-catalog is rather flexible.
Also, please don't bump. That will not do anything but annoy.
Oh, if the old thread is gone and/or you don't know what I can do, I set up a deviantArt gallery of all the stuff I've done (you can refer to specific ones if you want yours done a certain way (shading, all flat, gradients, and whatnot)), which you can find here:

Starting this thread, there is something new called MiniComp!

MiniComp, or Minimalize and Compare, is the process of everyone minimalizing the same image, and then comparing results.

Everyone, both new and experienced, is requested to minimalize the same image.

One of the main benefits of this thread over other places where minimalizations are created is that you are among your peers. Works are often criticized in order to improve people’s works; to learn new skills, and to see how some of the more experienced users do things.
No matter what your experience; if you’re trying this for the first time, or you’ve been with us for years, everyone is asked to participate. Newer users can post, receive critique, and see how the veterans did the same thing they did. And experienced users can more easily help newer folks since everyone has worked on the same piece. Or pick up subtle differences from other advanced users.
I know for some users, the simplicity of the requested image may turn you off, but please give it a try! It’s important for the health of these threads we foster more users to try minimalism, and it can only help with your participation!
If you've come to this thread a few weeks, it's okay! Please give this a try. No matter how or when you've joined us, they'll always be plenty of posters here willing to give advice, so give this image a shot!

It is requested that the output png should be transparent, at 6x the resolution of the original image. In this case being 3000x4260. This will make comparisons easier. Linking the svg file may be helpful as well.

I know some users said they'd like to try something more challenging; I'll probably use candidate 5 from the last thread for that. But lets all start out with the MiniComp that's posted already. Maybe after we get rolling and see how this one does I'll post the more challenging one for advanced users to try. But it is critical that you guys minimalize the one that's already posted. It will be a huge benefit to newer users; and you may see one of the veterans do something a way you haven't considered.

This is a pure flat colors version. I tend to alter the colors a bit to not let separate parts blend together too much. I usually follow the lines fairly closely, but simplify and smooth them out if there's just too much "ripples" or bumps.

Each part is on it's own layer (you don't have to draw the lines that are above or over others. This really reduces the amount of work you need to do and prevents transparent seams between them. Gets a bit tricky with parts that are both over and under another, but for those I zoom in and align the lines just over one another, barely a pixel width when zoomed out.

I guess it's okay for making minimalism with monochrome background wallapers, but it lacks a color-picker tool, which would make it simple to make papes like the one in OP.
Personally, I have zero use for it (so my opinion is rather skewed), but I could, just maybe, see how someone who can't be bothered to even simply open Paint (let alone a proper image modification or vectoring program) and make a pape in that.

Inkscape has this quirk where if the objects overlap only ever so slightly and the background doesn't peak through in the project, something just is calculated wrong or some kind of programming oversight and it exports it wrongly. I'll keep that in mind so as to not have to go back and fix such mistakes.

Draw shapes in an order from what appears to be on top to bottom. Every new shape can then be tucked under with "send to back" option. Doing this means that your shapes will never have gaps between them. Never try to line up shapes by eye or by trying to leave as little room as possible.
You program should also have an option to snap the edge of shapes and the screen. Doing this means that shapes meet a solid edge instead of hovering. You should pick images that don't meet each edge, but where they do it should be flat.
If you can't do fingers and complex hair you should work on way simpler images until you get a solid hold of the pen tool and tracing. My first image was half a face on the bottom of the screen with no body, and only two shapes.
While working you should have your source image in a separate layer under your vector, and should be able to see at all times how close your work is lining up. Every few shapes flicker visibility of the two layers to see what your image looks like alone, or what it looks like compared to the original. Look at your work as a whole during and after you are working on it.
Things like hair overlapping areas it shouldn't and miss-colors should really stand out if you LOOK at the drawing.

I'm not sure I understand - what objects does the .svg contain (imported jpgs, paths you drew, etc.) because a vector file shouldn't be that massive (my largest one's only about 3MB, and most of that is imported reference images)
Describe the exact process of what you did, if you can (you know, File->New, File->Import, draw some stuff, File->Export PNG Image - Image Size: Width and Height, are these numbers so massive by chance? If so, then that's the problem, if not then I can't imagine what's the cause.

Why?
I've been going through that giant pape collection floating around in the catalog somewhere. Went through the Yuri yuri folder and the pics, gifs and memes were endearing and cute and I ended up with 10 Akari images. Never seen any episodes, don't know anything, simply assumptions.

Couple of things: the elbows look sharp, joints usually are rounded. According to the source the emblem would also have rounded out lines (not where it breaks due to crumpling cloth though)
The necktie overlaps the neck a bit.
And it feels like there are a few places with just a couple of extra nodes here and there. Some in the hair, some in the sleeves, maybe one or two elsewhere.

I was thinking of doing that, but I decided that since I was going to be using this as a base for a card (made with layered construction paper) I decided to keep it pretty minimal.
Since there's going to be errors and imperfections in my cutting I might leave it as is for now, maybe clean it up as a thing to do on a lazy Sunday. I'll definitely keep the joints in mind on any future stuff I do. I was surprised how easy illustrator is to work with actually, it's pretty straight forward.

Okay, I tried my best. had to redraw the hand entirely since you had too many nodes to work with (really mostly everywhere, also, don't know if it's caused by opening .ai in inkscape, but having all objects on one layer feels clumsy to me)
The source image is also not the greatest to work off of - it feels hand-drawn and rough, which makes vectoring require more guess-work so I just looked at my hand in that position at roughly the same angle and adjusted from there.

Its similar but Illustrator is really different. I mean overall its just the feel of it. I remember years ago there being a tutorial for it on illustrator as flat minimalist design but it was taken down. Kind of sad how there is not much for visual types like me.

Ugh, I just noticed the problems with the legs. Decided not to use set clip for them and just eyeball the lines to not have to deal with injscape peaking the underlying shape's color and this is the result.

Dont rely too heavily on lines, since It may turn to become a vector, without eyes, for exaple, you could get rid of the lines in the hand arm and book and still be fine,

As mentioned before thousands of times, Try yo use the least ammount of noodles possible, so you can get rid of unnecesary curves here and there, tho, I barely see those in here.
Try to look up to make your final vector to look good on its own, like if it was its own thing without a source material, that way you can make things that are'nt really appealing in the minimalism style a bit more appealing, or make it nicer overall, at the end of the day, you'll only see the vector so you want to make it look good on its own, so you want to make the viewer understand it all in one shot, for example his forehead and hair needs a bit of tweaking,
I mind it's also a bit tricky to advice since I'm still strugglin to do exactly that with my wallpapers too, since I rely heavily on the source material, thing that is a bit harming for you at the end,
Just a little piece of advice from someone who's been in this not for too long, so take whatever I say with a grain of salt

It's not as bad as you make it sound, but there are still some problems.
Apart from the stuff I point out in pic related, just work on some that YOU want and have an idea of WHAT you want in the end.
All of this stuff irons out with practice, don't dwell too long on trying to fix one image, simply recognize what mistakes you see, remember to do better next time, and move on. (ignore filename, just reflexive name there)

Okay, but if you ever want a resized (downsized anyway) image, it's a very simple process (as long as the aspect ratio is the same, which it is here - 16:9) Simply open the image in Paint or other basic image modification program - click "Image" on the menu -> resize/stretch/skew -> switch to pixels and make sure the keep aspect ratio box is checked -> enter the size you want and voila. Remeber to Save as, not simply save if you don't want to lose the original image.

I have a fairly large request, if anyone's willing to take it on. While I'm afraid that this might be breaking the "incredibly intricate designs" stipulation in the OP, I would like to request a vector version of this entire image of the Danganronpa 1 cast. I'm a fan of the image and how eye-catching it is as a whole, but it feels a little complicated for my taste in wallpapers, so I'd like to have the details cut down a few orders of magnitude. The vector thread seemed like the best place to request something like this.

Well, I did what i could with the source image (pic related) only his hair and collar was moving
Making it was quite straight foward, The only issue was his hair and shading there, it was quite low quality so I scraped his hair shading.
What I did was to trace in Illustrator every frame of the .Gif,(obviously I only traced sadaharu once) then exported it as a .PSD file and put the frames together there

However, I can't help but notice an excess amount of nodes, especially in the legs, which makes them look choppy and weird. Same goes for the hat and belt as the most glaring examples.
I redrew the medal using 2 elipses, clipping the upper shine bit (4 nodes) and the 2 middle ones are each made with just 2 nodes. The leg uses only smooth nodes for the contour.
Vectoring allows you to improve an image where the artist might have rushed or overlooked something. Don't be a trace-slave. Hope this helps.

The only really intricate parts were the butterfly and frill decor, which I am not doing. I might shade this eventually, I only added some shading where I felt it necessary. And some minor color adjustments so stuff doesn't blend together too much.
