First off would be to make multiple little shapes, then use a white-to-transparent gradient through them (some transparencies in the middle, some at the ends, etc...) then overlay them as a lightening affect on all the water locales.
Second: Make one long "web" of the stuff, make it transparent overlay the same as above, but put the transparencies in "bars" across the whole.
Third: Gradient mesh the same as above, but it is a) one solid mesh b) the transparencies are all through it running the lines and c)is a fuckton more work to do.

Okay. NOW go to the layer and change its type - I suggest playing with those layer types until you find one that works best.
After that: play with the layer's transparency, until the effect looks best. Unfortunately you are using inkscape, so getting softer lines is not feasible without using gmeshes or a LOT of radial blurs.

Check out one of the tutorials in the op, if you are doing a full vector, start with the lineart and do the coloring afterwards, that way you can hide the edges behind the lineart layer. If you're doing a minimalist vector, then you should go to the minimalist thread.

It is easier to start with the lines first, then you can shove the colors layer underneath it and take out any rough points.
Also: until you gat used to it more, I would recommend at least TWO layers for colors - one for the "main color, and one for the secondary color, whether it is hilight, shadow, etc. IT'll help you keep them organized a bit better in your head, AND give you a way to see when to do one instead of the other.

Your rose patterns look auto-traced, which really lowers the quality piece as a whole. From the way they look, you could probably do a lot of it with just a circle tool, slicing where necessary. The leaves also look really lumpy. You should draw the midrib and each vein as their own separate part, and consider using a fixed width line tool as they would probably be machined from metal strips.

To be honest: you're better off with inkscape over gimp. Gimp's tools suck, and I honestly think they do vexels more than vectors - like Corel Draw.
Also: you want to KEEP the background when making the image, so you have a better way to determine where lines end and begin - when you save the image, you hide the layer with the original - your template - and that will set the rest transparent for you.

Photoshop does NOT do vectors - at BEST, it does VEXELS.
While VEXELS can be scaled, they never lose the blockiness found in rasters. If you want to do TRUE vectors, you need to use either inkscape or Illustrator.
I'd go with illustrator, because once you get past the quirks of the pen tool, it's a lot better to use, overall.

Is there any way, besides judgment, to make sure the lines are always equally apart? (see lines next to outline.) If you look, the red is getting gradually larger --> space between lines, causing uneven lines. Is there any way to correct this besides fine detailing with anchor points and curvature?

There is a a Measure tool to check thicknesses, but I don't recommend it, as you will end up measuring everything to be very similar thicknesses and end up creating stroke-like fills. As a general rule, make sure you make all nodes and handles parallel at all times. Then, work on the distance between the nodes to pick thicknesses for certain areas of the image, such as hair, clothes, skin, etc. This will take a good 5-6 vectors to really get the hang of.
Here is a quick example of what the leg and some of the skirt should look like. I worked on this from what you did, so it may look different from the original, but this is the general idea for thickness and parallel nodes/handles.

I don't recommend the alt-dragging part. When you start working on more complicated lineart it will not work out. It is best to do both sides all in one fill manually. It will take longer, but things will look less mechanical and more natural.

Sorry I didn't reply earlier, but one thing I tell people is to use the mouse and zoom levels.
So say you have your line at 500% zoom and it takes up the width of the mouse (or height) that is one thickness for say, the skirt.
The at like 300%, you make another line for say, the skin.
These aren't exact, but it helps you with ballparking better as you get more used to ot.

For now, keep with this, but while doing this, I want you to start thinking on something:
"What thickness should this line represent?"
What I mean by this, is does the material/object look delicate? Then you might want thinner lines for it. Does it look thick like a lifejacket or down jacket? Then you want thicker lines.
Same goes with things like panty hose versus socks: panty hoses should be the thickness of skin, while socks should be a tiny bit thicker than skin.

For the eyes, make the circle first and then apply the highlight over the circle. Otherwise the eye looks scrunched, lumpy, and inconsistent. I would also make the interior lineart for the crescent eyes black so it's easier to see.
Similar to what Derpy said, apply some more shading to the socks. Apply a gradient that goes light to dark like it is in the original and it should help. This same kind of gradient should also be applied to the jacket, the shirt and the hair like it is in the original.

You absolutely need to control the amount of nodes you use. Only place nodes at the end points and shape the handles enough that they cover the are around them. Do not extend them too far that you flatten where the nodes are. Then, apply another pair of nodes to cover another area. Keep this as minimal as possible in order to reduce lumpiness. You also have thickness varying to a high degree within the same areas. You need to maintain thickness for the clothes, hair, and skin.

Not him but GIMP technically has vector paths, just nothing useful you can do with them within GIMP. I honestly like how GIMP handles drawing the actual paths better than Inkscape but GIMP only does raster traces of the paths as far as I can tell so they look ugly, and the only interaction you can have with the vector paths is to export them individually so I can't just draw shit in GIMP and then bundle it together in Inkscape (which would've been nice despite the inconvenience).
I hate Inkscape's UI and it still takes 20 times as long to trace a curve for me in Inkscape instead of GIMP. Might just be because I've used GIMP for years for other things before I picked up Inkscape but damn, getting basic functionality out of Inkscape still feels like a chore after 6 months and I'm still wrestling with basic object overlapping for fills even though I've followed the same tutorial several hundred times trying to debug why it's fucking up. After like 5 years, it still doesn't even have a proper object layer manager dialog of some sort. Devs don't give a shit and just suggest using the existing dialogs that don't actually solve the problem. GIMP is probably not the answer for vectoring but I can sympathise with people thinking they have a better chance with it than Inkscape.

To comment on the progress update, it might be an improvement if you could make her skin a little more light/pale. Her skin appearing almost greyish white in the artwork I provided you is completely on purpose after all. (In her story, Ibara is genetically engineered to withstand the effects of lethal radiation, but as a small side effect of the genetic tinkering, her skin is unusually pale compared to regular humans.)

Not quite sure why you're having such a difficult time understanding Inkscape. It was honestly easier to learn Inkscape than Illustrator for me. This was over three years ago, however, when the two programs were much more comparable.
Nowadays, with all of the updates to Illustrator CC, I cannot recommend Inkscape. Just the GPU mode alone makes the experience so much smoother and I can never see myself using something without it. Going into Inkscape now that I have used GPU mode for over a year does show that Inkscape runs like complete garbage and I pity anyone that is using it. The one advantage it has was that it never crashed, but I would rather take some rare crashes in Illustrator over shitty performance.
But some people are really incompetent when it comes to pirating software, or they morally won't do it, so that is why Inkscape stays. I will say that virtually all of us use Illustrator now, so it does show that that program is becoming less and less significant as the days go by.

That I can agree with. Once you've used Illustrator, you can clearly see that Inkscape's interface is garbage in comparison. There is no proper layer panel where you can actually select the individual paths (Fuck you, I'm not going into the XML editor for this shit), no easy way to move the paths within or out of those layers, no easy way to switch strokes and fills or create your own custom version, etc. Hell, even the default keybindings are garbage, with Shift+F6 being the default for the pen tool. At least they make sense in Illustrator.
At the end of the day though, it is free and some people will only do free. I come from a time where I pirated a lot of shit, but I'm slowly seeing that a lot of people do not know how to pirate at all and can't even follow step by step instructions, so Inkscape really is the only option in that case.

You can't make thickness differences be too large of a difference, or else the lineart appears jarring. You can make interior lineart thinner than the outer lineart, but not by a large degree. It is especially bad when other interior lineart is significantly thicker and contradicts the other interior lineart around it. Keep the thickness differences within the same area closer together so there is some semblance of consistency and control.

Select a node (specifically a node, not the whole path) with the Direct Selection Tool (A) and go to the top where it says "Handles" and select the first option which will say this when you hover your mouse over it, "Show handles for multiple selected anchor points." This will fix the displaying of one handle at a time.
For nodes that only have one handle, you didn't properly click and drag when you made the node to give it two handles. The easiest way would be to redo the whole line and properly click and drag with the pen tool to make it a node with dependent handles. However, you can also select the node (with the Direct Selection tool again), go up to where it says "Convert" and select the second option to convert the node into a smooth node with two dependent handles.
If you want to make a node have two independent handles, such as for the V tips of hair, then as you click and drag hold Alt and then adjust the other handle independently. Letting go at the same time will maintain the one node and two independent handles.

Not sure what you mean. If it's while you're clicking and dragging with the Pen tool, then the previous handles from other nodes will disappear as you continue to make the fill. Only when you're selecting the fill with the Direct Selection tool will it display all the handles.

The girls alone would be nice, but a large part of me wants to use it as a background on a 4k monitor and it'd be nice to be able to get the resolution to match rather than upscaling
I almost found a successful way to convert my old Paint Shop Pro vectors into an actual vector format that loads in Inkscape. However, the import method has a few issues with it, which causes some cascading problems.
I can see the problem that leads to it all: each individual path gets exported as a separate object. I could do workarounds for a lot of it but there's no real alternative when I need subtracted areas with full outlines, since those take at least 2 paths.
The worst part is that these errors also seem to cause the colour data to get shifted around, so I end up with parts coloured differently than how I originally have them set up.

I've been using PSP for too many years such that I'm used to how its vector tools work with all their comforts. However, if I want a real vector solution instead of the vexels that everybody in this thread (mostly Derpy) seems to bitch about, I have to find some way of converting them. As I have no desire to poison my hard drive with Adobe software, Inkscape seems to be the only choice.

Vexels are normally done in Photoshop, they are a lot like vectors but are done in Raster based programs, the main difference is that there is that your are always going to have pixelation however with vexels they will always be smooth.
For most people this should not matter its only when working with very large images will it matter (Billboards, Car Wraps etc...)

No. The reason why your lines look wobbly is because they are still showing up as pixels on your screen.
If you export it, be sure to use fo anti-aliasing : Type Optimized (hinted) for best results.
Unless you have a super-good monitor, you'll always run the possibility of seeing the pixels on screen.

also: why are you tapering that line? It looks like a line that merges into the one above it. If it does, you should use two points and do a join like the third, rightmost line does.

It's definitely an issue with the way it's rendering the anti-aliasing. The gradient seems to abruptly cut out half way through.
My guess would be it's doing something where it's only adding the anti-aliasing on top of the aliased line. It's not actually managing the inner smoothing where it needs to reduce opacity from the aliased line.

You can see it on the taper of one above the hilighted object here >>1913346 There should be no spaces near the end of that taper - it is how it is being interpolated - usually by the graphics card and screen. If he doesn't have a good monitor, it's likely that first and foremost.
If you're still around: what kind of monitor do you have? Video card/built-in video?
Also, are you aware that it's not pure black, but #050505 instead? Or is it intentional?

Once you get the lumpiness fixed, you should work on the areas pointed out:
Red are key areas that need fixing. The "lip in the hair should merge into the hair and not fo off into space (if you continue the line, it goes nowhere but out. If anything, it should line up with the bottom of those feathered strands right below it.)
The breast area is a whole slew of incinsistent lines that need to match the thickness of the rest of the dress closer. Simce the majority of your lines are thick, I pointed you to the average of all the lines for thickness. THIS line should be your guide in how thick to make the rest on the dress (except the trim line, which has its own pointed out)
Same with the hair - the one pointed out is the average of all the others, and would be your best bet for thickness consistency. You should go through all your lines and make them consistent.
* The blue are lines you have tapering, but with the rest of the dress having thicker lines, it looks silly (yes, I know it was there in the original, but with vectors you can fix these things done for time contsraints) Either maked these solid and the thickness pointed out on the dress, or make the dress lines thinner, which makes it lose all body, but I digress..
* The yellow is a spot where you need to make it darker. still. Again I digress.

Thanks for accepting my feedback regarding the skin colour.
Since you mentioned it, I took another look at the lineart and noticed a spot where you might be able to imrove it a little. One strand of hair seems noticeably "stiff" to me compared to the rest which flows nicely. It's really difficult to tell the different strands apart on the artwork I provided you (Might actually be the most difficult part of the artwork to work with, or is it?), so I'm not even sure myself if my suggestion is spot-on. But I've marked for you what I think might be a better interpretation for the different strands of hair for the purposes of your lineart.
Other than that, I've got nothing else to say at the moment except I'm still looking forward to see your completed vector, of course.

So, I have a potentially nightmare-ish request.
I bought picture related and I thought it'd be nice to make a "backup" since I have a friend who can easily recreate the case (well, most of it) for a different phone (so basically, if I switch from 6s to 7s). However, he needs a vector of the print on the outside. This is from Card Captor Sakura, so I thought it might be worth vectoring anyways, since even a chinese copy of it costs more than what it should. The scan is pretty bad, but I did my part and had it set to 1200dpi, but couldn't make it super even, some parts are blurry.
Any takers? I can host the files on dropbox since the png is like 130mb...

For me, I'm still working on THREE manga images, colorizing them AND fixing details in places.
Remember: the images I am doing have a lot of roses, frills, and, in one instance, linework do deal with.
Since work has been tough, and I have had to deal with RL things like house repairs, etc. it's slower going than I planned.

At a glance the two artwork versions look like it should scale perfectly, but that sucks then. On the bright side, at least you were not too far into the lineart already. Stay strong! It'll make for quite a nice and useful vector.

Our right-side (her left_ the inside lines for the elbow crease, the forearm and some of her fingers are not consistent with the rest of her skin lines.
Her hair lines also seem to be all over the place for thickness - either re-evaluate them for distance affects, or make them all more consistent. I suggest using the thickness of her bangs.
The line for her shirt on our left, on the bottom, that line needs to come in on the bottom - it is a bit too thick compared to the other lines.
Nothing else at this time I can see - I'll take a deeper look into it at home.

Thanks. I get a better idea now, it seems to match better the style they use in the anime for the character with lighter eye colors. I think this should be more accurate now. The curve in her eye plays a big part in replacing a more conventional pupil. It looks like multiple small lines in the original because of the sketched style they used but I don't think it suits a vector trace very well so it's probably better to have it as one solid curved shape.

Here are some places that still need some love - the hair in FRONT of her hand near the apex of her pony tail needs to be the thinner lines of her hair, nit the thicker ones of her skin. Since it IS a line going into her skin, pick an area a few nodes back, and gradually taper it to the hair thickness.
The other places, you still have thick hair or thin hair. Again, basing this off of the bangs (the most consistent lines you have for the hair) you need to touch up on those places.
The shirt is the same thing near the sleeves - too thin to represent the rest of the shirt.
The blue circle is a "bonus" - try making the middle of the rubber band here bend into each other juuust a tiny bit, to give it that "stretchy" look.

For your future vectors, spread the gradient for your blushes better. Currently, the inner and outer colors are too close together and are causing a hard transition between the two. You want a blush to be soft, so the distance between those two colors needs to be spread evenly. Also, always make sure that the outer color is set to that of the skin color behind it and set its opacity to 0. This will help create a soft transition. Get in the habit of making the oval shaped instead of circles as well.
You should also play with coloring more. For blushes, you generally want the coloring to be pinkish/red. Set the inner color to that color, and then play with the opacity of the inner color to make it softer or harder depending on the image. For skin color, try to keep the values within this range of the HSB scale: H: 25-35, S: 15-24, and B: 95-100. Lower Saturation will give you a paler color, with higher giving you a richer one, which of course depends on the character. For the rest of the coloring, generally increasing the Saturation by about 5-10 for base colors, and decreasing the Brightness by 3-5 for shadows should get you in a pretty comfortable spot. Of course using other better colored sources can help as well. You should also fill in the mouth, since the way you redrew it made it appear open. You can color it either white or red, depending if you want to show the tongue or teeth (whichever looks better).
Otherwise, the rest is fine.

I think the eye would benefit from drawing the line which outlines the large white blob, as it is in the original image. Right now it seems to just be drowned in the gradient.
It's just a subjective thing though and admittedly almost all gradient eyes bother me because there's a lot of loss of subtle detail. Alternatively you could refer to a different image to find what shapes make up the characters eyes and adapt the image to those patterns though I understand if you'd think it strays too far from the original style.
I also think the eye outline should be the same color as the overall outline in this situation. There's also the shadow beneath the lashes which is missing.
I can't vector though, so I don't really have a leg to stand on here.

Looking for a Manga. Started around 2010 and couldn't finish because it deployment. My summary is broken because it's been a while and I can't remember the name.
Brother and sister samarai meet with more samarai. They are targeting a feudal lord or something along those lines.
Early in the series they were in some kind of school against their will. One of the siblings is forced to fight someone. He/she is given a dull practice sword while his opponent is given an edged sword. The sibling beats his opponent by stabbing him in the foot and disarming him with the dull shitty sword.
One of the siblings was very laid back and the other (I'm pretty sure had red hair) was pissed literally all the time.
Last part I remember reading was then attacking a ship of some kind.
