I found the original vector of Chitoge at:

I then used a dot pattern I found at:

http://designercandies.net/halftone-dot-patterns/

Then I just put the vector over the new dot pattern and selected ONLY the black dots. Fill that selection with a rainbow gradient with Photoshop's preset rainbow gradient style with the gradient tool. Then I made the space between the dots a color that doesn't hurt your eyes.

Is there a good way to cut things out from a gradient background? Color to Alpha obviously doesn't work and plain deleting looks like crap.

Since that's pretty much the easiest and fastest thing you can do with image editing software, here you go. But what are gonna do with it anyway? It's basically still a raw cutout in strong need of edge smoothing plus she's missing half her leg and arm - this picture is useless w/o further editing, is what I'm saying. It wasn't just the line that was the issue. The bottom portion was significantly darker than the top portion. I had to lighten it and turn the saturation up to get it to look right.
