Looks like he's taken the original image, added a drop shadow to it (and perhaps some other layer effects) and then resized and blurred the image to use it as background filler.

It's a simple and rather effective method that you can do with any photo editor beyond MS Paint.

Alright I've got a somewhat strange and possibly lengthy request.

I'm trying to get a couple images printed for framing. Is it possible to get pic related upsized to fit a 27" x 40" frame? Also, please remove everything below the spiral.

Took the free select tool, went around the eyes and the tie.
Activated ''Blur selection'' so that the selection wouldn't be too jagged.
Pressed CTRL+I to invert the selection
Used Colours > Hue-Saturation, reduced the saturation to 0, and pressed ok.

Middle of a rewatch of monogatari and saw this opportunity for a triple wide WP. I have the faces for Karen and Araragi, but they didn't do one for Tsukihi so I'm coming to you guys.

Basically I want to get her shopped out of the BG and zoomed in like Araragi's and Karen's faces on with a solid color background so I'm hoping you guys can help (I can try to play with the color wash myself if you don't want to/it'll take too much work).Transparent BG on it would be prefered so I can play with different colors, but if you are going to use a color something like #6ebbb5 would be best I think. Would love her hands in the image as well since it just sells the entire toothbrush scene so perfectly (where I got it from). This is the WP as it currently stands, and while it works, if I could get Tsukihi to fit it better it would be one of my favorites of this series

The background of my editor is white, so I always forget to fill in transparent parts..

I just cleaned up the letters as much as I could on Gimp.
Used Inkscape to automatically retrace the letters and manually traced the flower.

Please tell me if there is anything to change

Of course you can upscale from 1080p to 4k, but you are not getting any -real- detail/quality increase you are just making it bigger.
Most graphic software out there use some sort of bicubic interpolation algorithm, they can't do computer magick and somehow add new detail.
And even with the newest neural network based ones as fancy as they may sound they only pretty much guess lines and gradients to make the upscale look less terrible, a computer program that can get into the mind of the artist and recreate a picture is still quite far away in the future.
Now to illustrate my point a bit,
let's take some really high res pic

Now if you compare the original and the upscale in a high dpi screen you might not see that much of a difference but if you look closer

you will see that some gradients not only got sharper but bolder, and lot of fine details simply got lost like the small reflection at the center, and keep in mind this is a really big picture and the algorithms have a lot of information to work with, results with a 1080p to 2160p (4k) will usually be way worse.
