It usually denotes the active window, it's usually blank if I click to the desktop or work over rainmeter, which I presume it doesn't identify as a window and chooses nothing, as it should, I guess.

It's called rainmeter. You can install a fuckton of skins with it. There's also the standard gadgets that comes with Windows 7, but they're not as good as rainmeter.

The colour you've used is pretty ugly, not unworkable just a bit iffy. The font is something I still take issue but hey. The shadow on the context menu looks iffy and cheap, not to mention the not-nice-to-read white font choice. I'd also say to hide the titles of the menus, it's ugly bloat you don't need. Edit the title or header margins (I can't remember too well) in the skin editor or the config file to hide them.
As it is, the bbleanskin doesn't fit your wallpaper all that well at all.

I don't know about tutorials, but I could tell you what programs I use: bblean with bblean skin (for the taskbar and window wrappers), rainmeter (for the text-based launcher, system info and reminders) and firefox with a modifed version of Twily's css. For media I use MPC-BE (for video), frameless (for pictures) and MuPDF (for pdf documents). You can find all the above mentioned programs by googling their names.
The thing is, its pretty difficult to get all of those programs to look nice together consistently. It's difficult to walk you through how to do it, because they only real way is to experiment with different programs or mess around with code and settings until everything is perfect. The goal is to make everything seem like one coherent theme, but doing so is actually a lot of work. Ricing is basically a hobby at this point.
If you try out those programs but you get stuck on something, ask me or someone else on here for help on that specific issue. That's about the best advice I can give.
