Mostly cause the shitty sound tech they had to deal with. I mean the SNES sound chip is better than the Genesis, but that's like saying a dried turd with chocolate mousse and sprinkles on top is better than... just a dried turd. The limited capacity for the sample quality (or whatever) made the music sound barely above that heard out of an average Casio keyboard. To give some credit, there were at least a couple composers that managed to make some decent shit out of it, but those were often few and far between.

Anyway, I guess the QY700 could also be compared to 5th gen consoles like PS1, Saturn and N64, it's true that the SNES' samples quality is low, but I think some people exaggerate about it. A lot of times I also notice samples on PS1 games sounding a bit garish. It's part of the charm, imo.
