Sorceresses can receive power infinite number of times, and so can normal people, however it is said that existing sorceresses try to not spread their power, as to not water it down. Also a sorceress cannot die until she passes her power on.

Adel and Edea made two, and they got reduced into one, Rinoa.

There's still one transfer of power lost out there.

There were only Edea and Adel. Lore says there might be other sorceresses in the world, but they're hiding. Edea just decided to give her power to Rinoa once Ultimecia released her. In the ending Ultimecia goes into the past and gives her power to Edea, completing the circle.

No. Edea has power. She passes it to Rinoa. In the future Ultimecia inherits the power. When defeated she travels to the past and gives it to Edea.

At some point Ultimecia is controlling Edea in the past through Odine's machine, but their powers are separate.
