Yes, a game will lag if the code asks too much to the CPU.
A lot of NES games lag for instance. Trying playing Contra Force, or Mega Man 3.
People use say it's because the "console couldn't handle it" but that's not exactly true. In most cases it's due to poor and/or unoptimized programming. Devs back then either didn't care or didn't have the time to make everything lagfree.

Back then, slowdown wasn't bad if it wasn't constant.
A bit of slowdown here and there was tolerable, even arcade games had them sometimes.
It's not really comparable with emulation lag, lag is constant, and not as noticeable.

Yeah, the PS2 port of Gradius III even allows you to enable/disable lag.

It's funny, I just played Metal Slug 2 (MVS) the other day and it felt like I was in the matrix with how slow it was moving half the time. I thought the exact same thing you said.
I honestly can't believe they shipped that to arcades to be played like that.
