not OP but wait a minute. To burn CDs you have to have specific hardware? Can you not just pop in a CD/DVD in say a CD drive on your PC/laptop and use a pc program to burn it?

Yes, you can use most PCs to burn discs as almost every modern PC has this capability. This guy is either some poor fuck using a 1999 windows dinosaur or some new gen spermling rocking a retarded netbook/mac that doesn't include a fucking disc drive.

A regular old disc drive will work just fine. It's been awhile since I've burned DC games but I think ImgBurn is your go to program. Maybe alcohol 120% if it's in a weird format.
Another thing about burning dreamcast games that I haven't seen mentioned yet is that dreamcast games use a proprietary disc format that stores about 300ish mb more than a CD-R. This means that back in the late 90's/early 2000's people had to arbitrarily 'trim the fat' off of dreamcast images in order to make them fit onto a CD-R. This means that certain rips are better than others. The most reliable rips that I'm aware of are those done by DC Revive Project. All of the files are available on a Google docs sheet somewhere, just search for it.
ATTENTION FOR ANYONE BURNING CD'S FOR DREAMCAST:
With Imgburn you can determine if a burn is reliable and will work, as seen in the pic. If the "sectors" section say AUDIO you should try another rip. Rips will only work if it says something else than AUDIO (like ISO)
