It's a DO, basically a PC98 and PC88 in one.
There is an emulator by TAKEDA Toshiya but you might as well just get regular PC88 and PC98 emulators.

Assuming you're talking about PC-98 games specifically, there were a few decent shmups and Yu-No. That's pretty much it. It couldn't handle action games all that well and the vast majority of its eroge are complete garbage compared to the ones that came out later for Windows.

Libros de Chilam Balam - Possibly the first RPG video game set in the Wild West
Freewill Knight of Argent - Decently open game where you can recruit or kill practically any NPC
Ragnarokkr - Strategy RPG with a real time map but small scale tactical turn-based battles when units collide
Armored Flagship Atragon - RPG where you control a full battleship as your unit with a very nice aesthetic
46 Okunen Monogatari The Shinkaron - Older RPG in the vein of the original Dragon Quest except you are a species that can evolve in 4 different directions with your xp. Also fan translated.

These are just off the top of my head, as far as RPGs go. There aren't as many good action titles but they're out there. Rusty is one and it has been translated. Pretty much every game from Compile's Disk Station series of games as well.

None of what I've listed is an eroge, either.

It's very similar to IBM compatibles and got plenty of ports from there, including action games like Doom. Ultimately it even got 3D accelerator cards.
The issue is that consumers and developers stagnated around the VX series instead of switching to the more powerful 9821 models.

IBM compatibles weren't good at action games either. They weren't built with games in mind at all; ISA was too slow and early graphics cards lacked hardware features like blitting important for smooth action gameplay. It wasn't until the early-mid '90s when 486 systems with VLB/PCI graphics cards started getting common that PC action games started becoming worthwhile. And by that time, 3D was about to take over, so we never did get many good 2D action games for DOS.
