I bought a pair of dreamcast rumble packs (Naki Rocker Paks) with the intention of using them with dreamcast interact starfire light guns.
I plug them in, and start playing House of the Dead 2, but I don't get any vibration on either of my two guns.
Is there a setting or something that needs turned on per-game to get the paks to work correctly?

HotD2 should support rumble. I'd guess that either the game doesn't support rumble via lightgun specifically, or the lightgun is missing some required wiring like +5v.
I'd love to check this, but all my DC accessories are packed away.

HotD2 definitely does rumble at least with Sega brand guns. Using a Madcatz rumble pack with a red light on the back that came on right in my face when I'd get hit playing on a big CRT projection screen was a great experience.
