You could build a DOS rig and install Win3.11 into it.
AFAIK Win 95 or 98 should be able to install Win3.1 too, IF you installed a full version of DOS beforehand.

Wine runs them pretty well.
AFAIK you can play them on any version of Windows, could even play on Windows 7/8/10 if you have the 32-bit version.
If your Windows is 64 bit (most post-2011 PCs), then your best option is DOSBox + Win 3.1 or WINE.

Installing WIN3.1 in DOSBox or just using Wine (Wine is more of a wrapper than a emulator) isn't that hard.
But I guess most of the games of the entertainment packages can also be found and played inside the browser in the archive.org's software archive, like i.e.

honestly, I just emulate them in dosbox or pcem or whatever
Dosbox + Windows 3.11 For Workgroups.you really ought to buy the Steam release of Chip's Challenge 1 and 2 though, they're good!
