The 6502 in the NES has no defined behavior in a low power situation. When you kill the power and the capacitors feeding it rapidly run dry the operating voltage drops and the CPU can end up randomly doing just about anything before it completely runs out of power. This includes writing garbage to RAM, which may include the cart's save SRAM.
By holding the reset button you're forcing the CPU into a halted state where it can't do anything in the split-second it takes for the caps to run down.

Different engineering. Handling a low power situation isn't hard, it just wasn't considered for NES. Nintendo probably didn't consider battery-saved games at the start, or they didn't realize it would cause issues until it was in the field.

There are saver programs for GBA flashcarts that will either copy directly from the other port (for GB/GBC) or run entirely from RAM and save from the GBA port by having you swap the carts back and forth until it's done.
