most beats are made out of individual drum samples (from various sources) that are then composed into a drumtrack. samples from other songs are used for the melody, the chorus, ...
same for the bassline. you sample a piece of a bass and then you create own bassline.
since they have to fit together the key of the samples is important.
of course you are talking about people picking a random jazz record. sampling 3 seconds of a piano, adding a simple kick snare and 4x4 hi hats and loop it for 3 minutes. but that's because you have no idea what you are talking about and you think that shit is all there is to sampling.

There's fundamental problems with ripping samples from a song in the wild.

You don't know the envelope of the original instrument. They've got reverb and whatever filters on there too. It's probably not levelled right so you lose some dynamic range, that you are NOT really getting back, even if you normalize it.

Then you throw your own filters and envelopes on there, and then you fucking change the key it was sampled in because it sounds bomb yo, so now say a fucking F# that was sampled at 44.1khz and plays as F# when you hit C5 on your keyboard because that's how these fucking sequencers work, then you play your C5 F# as a E4 and it sound bomb yo. But jesus christ I'm not going to do the math but I am pretty damn sure that's no longer harmonic with anything in the Western tradition. And yeah, that's fucked, even if it's a bass drum hit.
