Not retro, and it's been translated for years.
Most of the PC-88/98 library.
The game has a lot of audio on top of text, so unless they make a fan-dub I don't think it's ever gonna happen. Also there's a Super Famicom preequel, that one could get translated because no voice audio.
Super Castles. A Jap only port of Interplay's Castles 2 to the SNES. Even works with the SNES Mouse. Anyone who wants to play it in English can grab a PC copy easy enough, so there's very little demand for a translation. Which is a shame, I'd love to be able to kick back and play Castles 2 on my SNES.

Subtitling a game isn't as easy as subtitling a video, because in video, you have a definitive mark (the timestamp), while in a game, you have to take into account that:
- the player is speeding up or skipping dialogue
- the character may not say the same thing always, even under the same circumstances
To subtitle an audio-only portion of a game, you have to implement (read: program/code) a subtitling engine (a small program that will read and display your subtitles onscreen), all the while taking care to only play the relevant parts. While in a video, you just have to make sure the subtitle appears at the right time.
I'm not saying it's impossible, just that it is beyond the scope of what most people want (or even know) to do. A few PSX hackers tried to implement engines in PSX games, with varied degrees of success. Examples of success are the SD G Gen Overworld translation (PSP), where they managed to subtitle some intro cutscenes (with in-game graphics, not video), I don't remember any others.
A lot of japanese games come with subtitles (yeah, in japanese) on cutscenes (probably to teach children?). Something that can help you on this (if you're translating a game to something other than English) is that sometimes the English version still has the code to display subtitles from the Japanese version, it's just disabled. A big example of this is the Bio Hazard/Resident Evil series, where the japanese versions have subtitles during cutscenes.

It's too much of a hassle. The people who translated YS 4 just did an amateur english dub of the voiced parts, because subtitling them meant doing more hacking than they had expertise on.
This is just some useless /vr/ trivia, but a question as easy as "can I transfer Megaman 2 music to my Mario Bros romhack?" is ignoring all kinds of technical hurdles. When people ask that, they think game music was always sampled (like a .wav file), instead of composed (like an .midi file).

any RPG with a dense enough script. especially mature stuff, because those tend to be the hardest to translate and still get across the subtleties of language. there is a reason why translators get paid for what they do.
so, yeah, Visual Novels, RPGs... forget it. I would bet fan translations of more recent systems would be DOA, due to the difficulty of getting those translations back into the code, and onto a working disc that the system will play. Saturn emulation is still a nightmare, isn't it? so, yeah... Policenauts, Wachenroder, Samurai Showdown RPG... personally, I would love a translation of Napple Tale, but I don't thin anyone even knows that exists.
