I'll advice about learning the various yaku for MAME games as the game usually deal generous hands that can culminate in crazy scores like Thirteen Orphans or Big Four Winds.

Arcade games usually stop at titties and panties, you'll have to delve into PC or PC98 games to go further.

Aside from mahjong, Koi Koi is fun and Star Platinum (PC or PC98) or Koi Koi Shlmashyo (Arcade) are a good start.

About translation, I don't know of any localized game. They're perfectly playable without knowing Japanese and you're only missing on the story.

It depends on the game. Simple ones will be enough if you can read リーチ, カン, ポン, チ and ツモ but others have more than just linear cutscenes right down to full Mahjongg RPGs.

Yep, you're right about the various commands but they're aren't many to memorize and most arcade games won't even display them as they're bound to keys.
When it comes to PC games with story mode, I agree with you that basic Japanese is a must.
