I used to play a DOS game called Solar Winds a lot as a kid. It's similar to Star Control, and has a pretty neat little plot. Combat is awkward, but eventually it clicks and the game opens up.
For a more modern game, Space Rangers HD is super cheap during the steam sale right now. It's a real gem with a very dedicated cult following, though it does diverge quite heavily from Star Control 2's design.

Alien Legacy feels similarish. It's exploration and story driven, but with more of a city builing/4X feel.

StarControl II is by far one of my all-time favorite games.
I can recommend StarFlight, it's a really good game. Although, I had to play it on the Genesis, it was all I had to play it on, it's not exactly the same. I prefer it on Genesis, though. DOS version I picked up later, but it doesn't work so well on Win10 from GoG.

I would. That game is one of the best retro space explorers out there; you definitely feel alone in the vast void as you travel from star to star. I still jump when I have a sudden encounter(especially if you are in Gazurtoid or Uhlek territory...).
By the fetid breath of the dark twin Kazon why is this game so obscure? It's easily best PC game ever made
