Put points into a combat skill and get decent (8-10) Agility for your first time if you're bad at turn-based games. Killing Radscorpions is just a matter of kiting them with a gun.

Fallout 1 is an extremely easy 90s CRPG. If you think that game is hard, don't even attempt the second one.
You gotta evade shit. Shoot, run, repeat. Don't pick fights you're not sure you can win. The beginning is full of fights that are really tough on new players. It's an unforgiving game.
Also don't focus too much on endurance. 5 should be enough. Agility and persception is where it's at when it comes to combat. You want to be able to move after attacking, and you want to be accurate. Try 8-10 agility and 6-7 persception.
This is an rpg, not a first person shooter. You have to find out what the radscorpions want. Use diplomacy
