If you can't beat someone playing cheaply, you're the problem. Often against a new opponent they'll just throw out spam to see if they can handle it. If the person they're playing is good and starts countering well they move onto other tactics. But if like you, they just get overwhelmed and lose then that's enough.

An interesting point when thought about, though I don't think the arena was the issue, it was more his range on that overhead swipe. If you didn't hover at the apex of your jump, you were getting hit. Thankfully he's often the first boss encountered, so you don't backtrack too much...

There was no reason to give him the ability to fly. They should have kept it at one tail and called him Miles Prower. It was fine in Sonic 2 since you couldn't make Tails fly, but then he's basically babby mode in the other 2D games he's in.

Besides, it's not like he even uses the ability anymore, he's just the tech guy.
