The 8-bit ones (88/X1/FM) should be in English.
The Gendai at least didn't seems to have a plot or whatever so once you learn the meaning of the buttons you can play the other versions as well.
Maybe try Kanjitomo or other OCR.

There is World Advanced Daisenryaku with the Yamato on the cover for the global theatre.

Teitoku no Ketsudan (aka P.T.O.) had Jap admirals on the cover.
