I have a 36 in toshiba crt made in 1995. I recently moved it, having not used in years. The picture quality is excellent especially in games but if the screen goes black I see these lines and the screen is greenish when the brightness is turned up (blacks are better with it off anyway). Is this the price I pay for using an old ass tv for games?

You need to adjust the screen grid voltage (G2) on the flyback transformer to bring the black level background down and eliminate the lines.
Tweaking the electron gun cutoff controls will eliminate the green colour cast in dark areas.

Thanks, is this a complex fix or simple? Im not familiar with circuitry. Also, what about the lines? From what i read it said turn down the brightness but that only makes it more obvious

For me it's almost certainly simple but without knowing the exact model of TV you have it's difficult to suggest exactly how you would go about making the necessary adjustments. The cutoff controls could be in a service menu or alternatively could involve physical adjustments on the chassis.
I explained a little about getting rid of the lines in the first paragraph I wrote. This will definitely involve getting inside to adjust the flyback transformer.
