Probably the easiest would be the SegaCD version, since Digital Leisure bought the licensing in the late 90's and aggressively hunts down pirate copies of the game.
Best would probably be buying the remastered HD version from Digital Leisure.

This is the correct answer
As one who has played almost every version ever released for every system (some only by emulation), the best I ever played (other than the arcade) was the Windows HD version. Released in 2006, it plays perfectly on Win XP or 7. I haven't tried it on 8 or 10.

I'd second this. Also recommend playing the "home" mode which adds the bridge scene at the start and, more importantly, doesn't switch scenes on losing a life. This small difference makes it much better IMO
