In the past when a console game got a PC release everyone praised the options to increase the rendering resolution and filter the textures. It was even a marketing point for those ports.
Now if someone uses emulators to do that /vr/ goes "that's not the developers vision".
Most games look better emulators than on a blurry pixelated small screen. Some that would hurt my eyes like Legaia actually look good.
Some games just didn't gave a fuck and embraced the low poly graphics and the flat shading.
Like I wrote on a "weird looking games" thread, it seems that they hadn't defined yet how good graphics should look and work and were just experimenting.

Tobla is an example of that. It mixes flat sahding with soft shading and vertex coloring.
The bocky characters clash with the almost ethereal stages that make heavy use of vertex coloring and almost no textures.
After 1997 those kind of art choices disappeared and Playstation games became more homogeneous.

I hope one day I can create full games in all those styles (not indie meme polygons, please), but that will be really hard as, although I have plenty of pretty solid ideas and love 3D modeling, I'm just one guy and can't model and do the programming at the same time.
I have some ideas for games with Virtua Fighter-like graphics, another one that would have a style closer to Dragon Ball Final Bout (making heavy use of vertex coloring), at least two simple cel shading (like Jet Set Radio) games... but I'm still just one guy.

Many games look way better scaled up, like Legend of Legaia, Megaman Legends and Doctor Slump. Games with no textures, like Virtua Fighter also scale really well. Some still look bad, like Spawn and Tekken.
Tekken was hideous in every way. The game had no art direction. The textures were just ugly textures taken from dreadful high poly 3D models. One of the ugliest games I have ever played.

Hmm, I need to take a look at low poly models topology to answer that, but considering they used high poly models renders as textures, I guess the high poly models aged even more.
Topology and texturing in low poly models is a fascinating subject. I mean, some SFEX models had way more polygons in some areas than the SFEX2 models, but SFEX2 models had better texturing and clever topology than SFEX.
Virtua Fighter 2 models had less polygons than the first one too, I guess. The first one was way over Playstation-tier (Akira alone had about 2100 polygons, while Playstation characters even in fighting game usually are around 700 polys) but looked blocky as fuck. Every VF1 port had a smaller polycount than the arcade original.

This is really a case-by-case thing. There are different ways to upscale and modify a game's appearance, and that's the tricky thing. Some games will only look better if you modify them a very specific way. You can't just apply the same filters and settings to every game and expect good results.
If you really want to upscale your games, I suggest you experiment a bit, really get the most out of your options here. There's room for improvement.

That's VDP2 transparency, not VDP1. It was used more often because it is uses 0 fillrate to do.
VDP1 transparency works just as on the psx, but it has only 1 mode (addition) while the psx has 4, and you get pixel overwrite artifacts due to the quad rendering, which makes everything look like cracked glass.
The big problem wasn't that though, but the fact that it was
- stupidly slow, on a chip that was already way too slow
- it did not combine with the VDP2, so a transparent polygon was opaque in front of the background.
Also, as long as you use square shape (ie. all corners are 90 degrees regardless of width and height), you get no artifacts.

I find incredible that when Osamu Tezuka defined the "anime" style, he created a style that not only was easy draw quickly but also good for animation and even for low poly modeling, decades before three-dimensional facial modeling was a thing.
Meanwhile, western style almost invariably look bad in low poly, even if cartoony.
Aydin Chronicles is a good example. Although everything is stylized, it looks bad. The art choices and the designs being bad doesn't help
When I started in low poly modeling, I found very few western artists whose style would go well with low poly, like New Yorker's Peter Arno, that, as I said, inspired me on the Fantastic Four models.
I believe some of the art by Jack Kirby himself, like his blockier works, would work too, perhaps Devil Dinosaur, but I haven't tried to model Kirby in 3D yet.

Not to diminishing Osamu Tezuka contribution to comics and animation, but he borrowed a lot from Western artists like Disney. Silent era and early golden age Western animation that inspired Tezuka had simple character designs that were easy to draw and well suited for low-poly. It was only later that Western /co/ art got less cartoony, more complicated and more baroque. But even later Western TV animation had a lot of ingeniously simple art, mostly for cost reasons; Hanna-Barbera cartoons are the prime example.

So go take a look at the Playstation Dr Slump game. You will love it. As it is based on the Dr Slump remake, the designs are actually by Katsuyoshi Nakatsuru, who also did Dragon Ball GT, but he does a great job in emulating Toriyama style.

Almost every Disney movie design is tricky to model and animate efficiently in low poly.
You know what would look good in 3D? Old UPA cartoons. But they also have a problem. They are too simple and TOO 2D, being tailored for the cheap TV animation.
Although anime style is basically simplified stylized designs for cheap animation, they used many different camera angles, and the characters were created for such, while western cartoons were stuck to the same shots everytime. So many characters designs were intended only for a side view. I bet Mr Magoo would look good, while Pink Panther's "Little Man" would look bad, or at least, would only look good in one angle.

Of course, each game used a different method to render its designs, as each game had a different style. Some designs work in some modeling styles, while others don't.
But what I say is that most anime characters look decent even in BAD looking games, while western ones do not.
This subject is, like I said before, fascinating. But most 3D modelers don't see to care. If I'm now a decent 3D modeler, that's because I spent countless hours not only looking at games but also analyzing countless artists. But in /3/ they only talk about 3D modeling and, usually, anatomy and all those weird effects that modern games use. Anatomy is important, of course, you can't be a good artists without understanding anatomy, but they're just trying to copy art without understanding it, like if this was a magic method to become a good 3D modeler. That's a problem with everyone nowadays. Indie game developers are just stupid game fanboys that do nothing but play games, not real creators and artists, and they think they're developing good games just because they like it. They never read a book or stop to watch a good old cartoon.
And all this talk is making me itch to model some of those characters in 3D.

I disagree.
Those rubber hose limbs and curves don't lend well to low poly. Fleischer characters have the same problems of most western cartoons characters when it comes to low poly.
When you start learning drawing with, let's say, Loomis, what do you learn? To start with simple shapes and add other shapes on top of that to create details like the eyes. Fleischer, Disney and Warner cartoons are mostly derived from this because that's the best way to design good looking characters that are easy to animate, as not every inbeetweener is as talented as the main character designer.
But this is only how you START drawing. Try that to create a complex design using this method and you'll end with a complete clusterfuck.
And this in 3D only adds more and more geometry, what means more polygons. While the thin limbs, a defining element on the 2D art, would just look bad in low resolution thanks to the aliasing.
Once you actually learn how to draw, you move beyond this phase and start composing your drawings with traces, as the simple shapes phase happens in your mind before you start the actual drawing. And in the case of artists that need to create a great volume of art, this usually leads to some stylistic choices and changes. That's why Jack Kirby art became blockier and blockier.
And that's when anime move beyond the Disney influences Tezuka had and people talk so much. While Disney characters are build over simple shapes, anime characters are build over traces.
You can draw Porky Pig with simple shapes, but you can't draw Trunks using the same method.

Yes, games don't 'age' like humans/prishables, but as graphical capabilities advance, and people get used to the new standards, games look and feel older and older. Movies have the same things, movies from the 70's sure as fuck feel 'aged' compared to movies from the 90's. They can still be good or excellent, but you'll notice that they aren't up to modern standards in many superficial aspects.
