Is it possible to edit Seiken Densetsu 3's data to make the Ring Menus toggle in real-time?
I love this game and Secret of Mana, but multiplayer gets slowed down with everyone going through the rings to cast spells. It is almost like a Action-Turn Based RPG, because everything gets paused!
Is there a way around this? I think this game would be even better if the game could be altered in this way!

Definitely agree. Games like Terranigma just do not hold up because the only way to actively damage bosses is to be an appropriate level.
It's less of an issue in SoM/SD3 because of a pretty reasonable EXP curve.

I disagree. Action RPGs involve both skill in actually timing your attacks and being able to dodge them. Plus, the concept of an action RPG makes more sense since if you were an actual battle you wouldn't wait your turn to attack and neither would your opponent

Making the rings real-time still wouldn't make the spells real-time. That was the major downgrade SD3 had from SoM.

The only good multiplayer action RPGs (with real-time ring menus, no less) are Capcom's Dungeons and Dragons arcade games.
