It's a manual resurfacer. It works by buffing off a thin layer of the bottom, so that it becomes uniform again (all resurfacers work through gentle abrasion). Thing is, you're supposed to 1) use a polish with the thing so that it buffs evenly, and 2) not buff the disc more than the instructions say to. The meme comes from people who don't follow the instructions and end up either further scratching the disc or buffing the plastic down to the reflective layer.

The Neo Geo Gold X handheld isn't terrible. It can be a fun diversion, and the buttons and stick are microswitched so it's much better than using something like a PSP.
You can find them for pretty cheap sometimes.

A retro vidya shop near where I live has an industrial disc resurfacer and they use it to clean up all the games they bring in. They let people use it to resurface their discs too but I forget how much they charge for that service. Those little hand crank ones work just as good but I can definitely see why people would pay for the convenience of having it done by machine.
