What is the best version of virtual on?
The saturn version is pretty good.
Especially with the twin sticks.
There's only 2 good Virtual On games
the first one Operation Moongate, the best port is the PS2 sega ages one
and the second one Oratorio Tangram with only two ports (one for the dreamcast and one for xbox 360 live which I don't know if it still works)

I'd say the 360 port of OMG is superior overall. Native support for Twin Sticks and online are better than a few offline extras. OMG and VOOT still work fine on Xbox Live, but both still need to be ported to Xbox One.

The Hori twin sticks for the 360 is so expensive and difficult to find. I have another Sega Saturn set boxed to maybe one day convert it to 360 but I find the Saturn triggers nowhere near as comfortable.

I like the Saturn version a ton, but it's got a surprising amount of move property differences compared to the arcade. Still, it's got it's own thing going on, and I think it's worth playing despite nicer ports being available.
also, if you and a buddy had the netlink version and netlink adapters, you might still be able to do netplay since it's supposedly direct-dial (probably doesn't work too well over modern voip lines, but I dunno)
I've got a netlink copy, but no netlink adapter, nor a friend with a Saturn.

the little fun I've had with either game has been while piloting Fei-Yen -- you at least approach fucking VOOT Raiden speed
2v2 also really doesn't mesh at all with VO's controls, it's unbearably awkward.
Oratorio Tangram v5.66 is the best. It's still available on Xbox Live Arcade on the 360
