It's really up to your personal taste.
Sega CD has pixel art backgrounds, Playstation had painted ones.
Sega CD has labyrinthine dungeons, Playstation had straightforward corridors and Lost Woods-ish rooms with multiple exits you have to memorize to get through.
Sega CD has magic exp system and you have to expend magic exp to save. Playstation didn't.
Sega CD had running and random encounters, Playstation has a rather cumbersome dashing and enemies can be seen and avoided on the map field, although it is quite hard to pull off.
Both had fewer FMV animations than the first game.

Lunar 1 PSX is pretty good though, its a total remake.

1. It's not a huge deal to skip the first game and go to the second. References are made to the first game, but nothing explicit that you won't get. You DO feel a bit more invested in a certain scene later, but it's up to you whether that's worth it.
2. While the games do take place 1000 years apart, they both take place on the same planet.

Anon is right Silver Star took place on the planet itself, as dictated by the FMV of a certain someone singing on a boat. Whereas Eternal Blue did in actuality take place on the moon itself, as mentioned a few times by npcs and even some of your cast.
