It's not always about perception, though. The game speeds up and that accumulates over time. I like to use FF9 as an example. To get the Excalibur II, you have to clear a large portion of the game in under 12 hours in the NTSC version. In the PAL version, the time is reduced to 9ish hours. This can also affect timing for jumps or other actions in fast paced games.

PAL isn't faster than NTSC, but some games tried to change things because of the difference. In Crash Bandicoot 2 you move faster and jump higher than the NTSC version or in F-Zero X general speed and the speed cap were reduced to make it easier to control.
